Workforce America is infrastructure, not a program. Employers and public agencies submit workforce demand to one national platform. The platform scopes it, assigns the responsible market, activates credentialed providers, tracks talent, verifies outcomes, and reports impact.

Economics

Revenue follows workforce delivery.

The platform is funded by the workforce work it delivers for employers, agencies, and sponsors — not by participation in the network.

Employer workforce contracts

Scoped workforce engagements purchased by employers under written agreements and delivered through the network.

Sponsored workforce initiatives

Sponsor and foundation funded community workforce campaigns with defined deliverables and reporting.

Government and workforce contracts

Agency, board, city, county, and housing authority engagements delivered against documented scopes.

Employer memberships

Ongoing employer engagement, coordination, and reporting services across a market or multiple markets.

Approved service and project delivery

Defined projects delivered by the Provider Network under an accepted scope of work and verified deliverables.

Onboarding, certification, and platform participation costs are current founding amounts, are shared during review, and apply only after conditional approval and an executed agreement. They do not purchase territory, contracts, leads, customers, income, or guaranteed work. Participation costs are not the revenue engine of the network; approved, documented service delivery is.

Activation sequence

Approval comes before activation — always.

An account is never activated because a payment was received. Each step below must be completed and recorded before the next one begins, and approval is never guaranteed.

    Apply

    Select a participation role and complete the multi-step application.

  2. 02

    Qualification review

    The national team reviews experience, market fit, and documents.

  3. 03

    National briefing

    Attend a briefing and interview with the national team.

  4. 04

    Compliance review

    Credentials, disclosures, and conflicts of interest are reviewed.

  5. 05

    Execute the agreement

    The appropriate agreement is issued after conditional approval.

  6. 06

    Complete onboarding requirements

    Onboarding, certification, and platform participation requirements are completed only after conditional approval.

  7. 07

    Complete certification

    Finish the Workforce Embassy Academy track for the role.

  8. 08

    Activate

    An administrator activates the account and the market or provider profile becomes public.

  9. 09

    Report results

    Submit documented activity, deliverables, and verified outcomes.

Market assignments are performance-based operating responsibilities subject to national standards and reporting. They are not purchased, owned, resold, or exclusive.
